Steve assumed the role of President for PAR West in 2023. In this capacity Steve provides strategic guidance and operational oversight, with a heavy emphasis on field safety and quality.

With more than 20 years of experience in the energy delivery industry Steve has provided successful leadership to deliver safe, quality work to some of the nation’s leading utilities. Steve employs a customer-focused approach to partner with clients to provide creative solutions to complex problems in the utility infrastructure space. His leadership style promotes collaboration between cross-functional teams to deliver on customer objectives as seamlessly as possible.

Steve began his career at ConEdison in New York City then spent some time in the Washington D.C. Metro market as well as Hawaii, the Southwest and Southern California. Throughout Steve’s career he’s grown operations in several markets as well as successfully deployed from-scratch startups.

Steve holds a Bachelor of Arts in Engineering from Lafayette College in Pennsylvania and a project management certificate from San Diego State University. He is a PMP, LEED Accredited Professional and an active member of Vistage Worldwide.

As Chief Operating Officer Kody Kilshaw oversees operations and business development for the company’s divisions in California, Montana, Nevada and Oregon and operations throughout the Western United States.

As Vice President of Finance, Gerrit Burki provides leadership and guidance across the company’s finance and accounting, IT, HR and executive functions in a coordinated effort to support operations and meet reporting requirements.

Angela Soldner joined PAR West in 2023 and is an experienced General Counsel and member of corporate executive team with a demonstrated history of success in the civil engineering/heavy construction industry. Skilled in construction and business law, risk management and prevention, litigation, and arbitration in the California Office of Administrative Hearings.

Chase Norlin is the Vice President of  Operations for PAR West. Mr. Norlin assumed the role of Vice President of Operations this year for PAR West, where he oversees operations for PAR West’s divisional offices.

Gregg Doeden is the Vice President of Fleet Operations for PAR West. Mr. Doeden assumed the role of Vice President of Fleet Operations in 2018 for PAR Electric and carried his role over to PAR West in 2021, where he oversees fleet operations for PAR West’s divisional offices.

Josh Fenceroy is the Director of Safety and Training for PAR West. His extensive background in all facets of the high-voltage construction industry able him to solve problems from various viewpoints.

Amethyst Roebuck is the Director of Environmental Affairs for PAR West. Mrs. Roebuck assumed this role in 2012 for PAR Electric and transitioned to PAR West in 2021, where she oversees all compliance and sustainability programs nationally within PAR West. With approximately 15 years of experience in the environmental field, she started her career in the environmental industry within the utility sector in 2007 at San Diego Gas & Electric (SDG&E). At SDG&E, she eventually worked on major projects within the NEPA/CEQA space, such as the Sunrise Powerlink Transmission Project. She joined PAR Electric in 2012, continuing her career and supporting major transmission projects throughout the country. She also holds certifications as a Certified Professional in Erosion and Sediment Control, as well as a Qualified Stormwater Practitioner/Developer. She supports other operating units within Quanta Services, Inc. to strengthen Quanta’s overall goal of environmental stewardship. Additionally, she serves on the Environmental Steering Committee within the Associated General Contractors of America and is a member of the California Stormwater Quality Association. Within sustainability, she participates in the Electric Utility Industry Sustainable Supply Chain Alliance and previously served on the conference planning committee. She believes in all tiers of sustainability and actively supports and volunteers for various community service projects including the Girl Scouts of the USA and the Boy Scouts of America. Mrs. Roebuck holds a Bachelor’s of Science degree in Applied Ecology from the University of California, Irvine as well as a Master’s of Science Degree in Environmental Engineering from National University.

Lijo Joseph is PAR West’s Director of Human Resources. Mr. Joseph brings more than 20 years of experience to his role overseeing the human resources functions of PAR West and QUES, including benefits, compensation, talent acquisition, organizational development, performance management, employee relations, training and development and onboarding.

Prior to joining PAR West, Mr. Joseph led the development and delivery of the human resource organization for a newly established Quanta Services company, Quanta Telecommunications. He was responsible for benefits, compensation, talent acquisition, performance management, DOT, compliance, safety, employee relations, payroll, training and development, onboarding and talent management.

As an independent HR consultant, he worked with clients throughout the trading, construction, software, aviation and oil and gas industries to develop and implement HR systems and operations; formulate new HR strategies and workforce development plans; coordinate and negotiate benefits administration and staffing agreements with external vendors; and develop corporate training and employee development plans over United States, Canada and Latin America.

Mr. Joseph holds a bachelor’s degree in business administration from Houston Baptist University, in Houston, Texas. He is certified by the Human Resource Standards Institute (HRCI) as a Senior Professional in Human Resources (SPHR) and a Professional in Human Resources-California (PHR-CA). He is a member of SHRM (Society for Human Resource Management).

Brian is responsible for identifying and managing IT risk for new opportunities, overseeing adherence to compliance and IT best practices, streamlining company processes and systems, and ensuring team members across all of Quanta West’s operating companies have access to the resources they need to best serve customers.

Brian’s experience spans the Aviation, Healthcare, and Utilities industries, including roles as a database developer, database administrator, application developer, project manager, and IT manager. He successfully lead the building of two different IT development groups which support multi-million dollar projects across the United States, streamlining their processes, improving efficiency and creating direct cost savings back to the business. Brian continues to prove that approaching IT problem solving with energy and passion results in the improved efficiency, safety, and profitability of projects.

Brian holds a Bachelor’s of Philosophy and Education from Principia College and is a member of the Project Management Institute, St. Louis Chapter.
