Jim Stapp is the President of PAR Western Line Contractors, LLC (PAR West), one of the largest electrical power contractors in the region. As Vice President of Labor Relations of PAR West, he provides leadership, direction, and guidance to the PAR West management team. Mr. Stapp was previously the Senior Vice President of Operations – West for PAR Electric, where he was responsible for the safe operations and development of new customers and opportunities for PAR’s west region, which provided transmission, distribution, and substation construction services as well as construction coordination and design for public and private utilities and transmission companies in California, Arizona, Nevada, Utah, Washington, Oregon, Idaho, Montana, Wyoming, South Dakota and Hawaii. The West maintains a long-standing relationship with the various IOUs and municipalities in the area. Before coming to PAR Electric in 2002, he served 22 years with Southern California Edison (SCE), holding positions of increasing authority and responsibility in the coordination, design and construction of the company’s transmission and distribution system. Throughout his career, Mr. Stapp has held several field and operations management positions, where he gained the experience and expertise before taking on his more recent leadership roles. He also attended the A. Gary Anderson Graduate School of Management at the University of California, Riverside.

As Senior Vice President of Operations, Travis Walser oversees operations and business development for the company’s divisions in California, Montana, Nevada and Oregon and operations throughout the Western United States. Previously, he served as Senior Vice President of Operations for PAR West’s California Region.

One of his biggest responsibilities is managing PAR West’s long-term alliance with Southern California Edison, where he leads a large program team and works in all aspects of each project.

Mr. Walser initially joined PAR Electrical Contractors in 2001 as a Lineman and gained experience in almost all aspects of the electrical power contractor business before joining PAR West in 2021. Mr. Walser held multiple operations, project management, and division management positions for PAR and IBEW, each with increasing levels of authority and responsibility. His past leadership roles include General Foreman, Project Manager, Superintendent, Division Manager, and Senior Vice President of Operations before taking on President of Operations.

Mr. Walser holds Project Management Professional (PMP) certification from the Project Management Institute.

Kody Kilshaw is the Vice President of Finance for PAR West, where he provides leadership and guidance across the company’s finance and accounting, IT, HR and executive functions in a coordinated effort to support operations and meet reporting requirements. Prior to joining PAR West in 2021, he spent over a decade with Quanta Services, Inc., at both their corporate office and an affiliated operating unit. He brings a diverse set of experiences stemming from his tenure at Quanta Services having spent time in management positions across accounting, finance, business and financial systems, M&A integration, and as an operating unit controller.

Mr. Kilshaw obtained his public accounting certification (CPA) from the Texas State Board of Public Accountancy and holds both a Bachelor and Master of Science in Accounting from Louisiana State University.

Gregg Doeden is the Vice President of Fleet Operations for PAR West. Mr. Doeden assumed the role of Vice President of Fleet Operations in 2018 for PAR Electric and carried his role over to PAR West in 2021, where he oversees fleet operations for PAR West’s divisional offices.

Chris Larson is the Director of Safety and Training for PAR West. His extensive background in all facets of the high-voltage construction industry able him to solve problems from various viewpoints.

He is a Journeyman Lineman yet has experience in all aspects of the business from hands-on construction, project management, training, safety, legal, and operational leadership. He has been involved with the development, implementation, and training of safety programs and standards for over three decades. He currently serves as a member of the IBEW and NECA joint safety committee, and as a Task Team II alternate member of the OSHA Strategic Partnership.

Drawn to educating, he has formally trained apprentices since 1989, stopping recently due to limited free-time. His passion for training has led him to positions of Director and Executive Director of the California-Nevada JATC Lineman Apprentice Program, and Director of the Line worker Certification Apprenticeship Program for Northwest Lineman College.

Field management positions range from Foreman through General Foreman and Superintendent. Operational management includes serving as Consultant for electrical line relocations for the City of Riverside, Project Manager for Southern California Edison, Division Manager for PAR Electrical Contractors Inc., and as a District Manager.

Lijo Joseph is PAR West’s Director of Human Resources. Mr. Joseph brings more than 20 years of experience to his role overseeing the human resources functions of PAR West and QUES, including benefits, compensation, talent acquisition, organizational development, performance management, employee relations, training and development and onboarding.

Prior to joining PAR West, Mr. Joseph led the development and delivery of the human resource organization for a newly established Quanta Services company, Quanta Telecommunications. He was responsible for benefits, compensation, talent acquisition, performance management, DOT, compliance, safety, employee relations, payroll, training and development, onboarding and talent management.

As an independent HR consultant, he worked with clients throughout the trading, construction, software, aviation and oil and gas industries to develop and implement HR systems and operations; formulate new HR strategies and workforce development plans; coordinate and negotiate benefits administration and staffing agreements with external vendors; and develop corporate training and employee development plans over United States, Canada and Latin America.

Mr. Joseph holds a bachelor’s degree in business administration from Houston Baptist University, in Houston, Texas. He is certified by the Human Resource Standards Institute (HRCI) as a Senior Professional in Human Resources (SPHR) and a Professional in Human Resources-California (PHR-CA). He is a member of SHRM (Society for Human Resource Management).

Amethyst Roebuck is the Environmental Officer for PAR West. Mrs. Roebuck assumed this role in 2012 for PAR Electric and transitioned to PAR West in 2021, where she oversees all compliance and sustainability programs nationally within PAR West. With approximately 15 years of experience in the environmental field, she started her career in the environmental industry within the utility sector in 2007 at San Diego Gas & Electric (SDG&E). At SDG&E, she eventually worked on major projects within the NEPA/CEQA space, such as the Sunrise Powerlink Transmission Project. She joined PAR Electric in 2012, continuing her career and supporting major transmission projects throughout the country. She also holds certifications as a Certified Professional in Erosion and Sediment Control, as well as a Qualified Stormwater Practitioner/Developer. She supports other operating units within Quanta Services, Inc. to strengthen Quanta’s overall goal of environmental stewardship. Additionally, she serves on the Environmental Steering Committee within the Associated General Contractors of America and is a member of the California Stormwater Quality Association. Within sustainability, she participates in the Electric Utility Industry Sustainable Supply Chain Alliance and previously served on the conference planning committee. She believes in all tiers of sustainability and actively supports and volunteers for various community service projects including the Girl Scouts of the USA and the Boy Scouts of America. Mrs. Roebuck holds a Bachelor’s of Science degree in Applied Ecology from the University of California, Irvine as well as a Master’s of Science Degree in Environmental Engineering from National University.
