Kody assumed the role of President for Par West in 2024. In this capacity, Kody provides strategic guidance, leadership and operational oversight, with a heavy emphasis on being an operationally led and safety-oriented company built on honesty, humility, and hunger to be the best.

Chase Norlin is the Sr. Vice President of  Operations for PAR West. Mr. Norlin assumed the role of Vice President of Operations this year for PAR West, where he oversees operations for PAR West’s divisional offices.

Shelby Mitchell, Vice President of North Operations at PAR West, brings a wealth of expertise spanning operations, administration, project management, and business operations. In her role, she is instrumental in streamlining processes, fostering growth, and driving the company’s success. Mrs. Mitchell’s unwavering commitment to excellence and innovation resonates across PAR West’s Northern Operations.

Scott Williams assumed the role of Vice President of Transmission and Operations for PAR West in 2024. Mr. Williams brings an extensive background in transmission construction, program leadership, and operational excellence.

As Vice President of Finance, Gerrit Burki provides leadership and guidance across the company’s finance and accounting, IT, HR and executive functions in a coordinated effort to support operations and meet reporting requirements.

Matt Susskind, Director of San Diego Operations at PAR West, brings over 15 years of construction experience to his role. His expertise lies in the high voltage utility construction industry, where he has successfully completed numerous transmission, substation, and distribution projects across the country. With a strong background in alternative contract models such as EPC or design-build, Mr. Susskind has been a valuable long-time employee at PWLC, working across Northern California and Northwest operations.

Gregg Doeden is the Vice President of Fleet Operations for PAR West. Mr. Doeden assumed the role of Vice President of Fleet Operations in 2018 for PAR Electric and carried his role over to PAR West in 2021, where he oversees fleet operations for PAR West’s divisional offices.

Brian Donecker is the Vice President of Health, Safety & Training for PAR Western Line Contractors, LLC. Brian oversees the health and safety of over 1000+ craft and salaried workers and is directly responsible for 30+ safety professionals and supporting staff. He ensures that client specifications and industry standards are met by developing, organizing, and providing focused, multi-disciplinary training groups. Brian brings with him over 25 years of experience in heavy civil infrastructure, railway, mining, roadway, and utility construction.
Before his directorial debut, Brian served as a safety engineer, safety specialist, area safety manager, district safety manager and safety project manager for various contractors. His expertise of health and safety enhances his ability to interpret and communicate new standards and regulations from essential safety and health administrations such as OSHA, Cal OSHA, MSHA, DOT, PHMSA, and EPA. Brian received his Bachelor of Health Science in Occupational Health and Safety from California State University, Fresno, in 1997.

Matt Merscheim has been Environmental Manager for PAR West since 2022 and oversees Environmental Compliance, Waste Management, Environmental Training, and Sustainability Reporting for its various regions within the organization.
His 20-year background as an Environmental Consultant as well as both an Electric Utility Designer and Biologist for a major California utility provides keen insight that is drawn upon to successfully support the diverse work that PAR West performs.

Ron Minudri is an experienced lineman and training leader with nearly two decades in the utility industry. As Director of Training for PAR Western’s California region, he develops and delivers hands-on programs focused on safety, technical skills, and leadership. His background spans field instruction, curriculum design, and operational training strategy, ensuring crews are prepared, confident, and aligned with industry standards.

Lijo Joseph is PAR West’s Director of Human Resources. Mr. Joseph brings more than 20 years of experience to his role overseeing the human resources functions of PAR West and QUES, including benefits, compensation, talent acquisition, organizational development, performance management, employee relations, training and development and onboarding.

Prior to joining PAR West, Mr. Joseph led the development and delivery of the human resource organization for a newly established Quanta Services company, Quanta Telecommunications. He was responsible for benefits, compensation, talent acquisition, performance management, DOT, compliance, safety, employee relations, payroll, training and development, onboarding and talent management.

As an independent HR consultant, he worked with clients throughout the trading, construction, software, aviation and oil and gas industries to develop and implement HR systems and operations; formulate new HR strategies and workforce development plans; coordinate and negotiate benefits administration and staffing agreements with external vendors; and develop corporate training and employee development plans over United States, Canada and Latin America.

Mr. Joseph holds a bachelor’s degree in business administration from Houston Baptist University, in Houston, Texas. He is certified by the Human Resource Standards Institute (HRCI) as a Senior Professional in Human Resources (SPHR) and a Professional in Human Resources-California (PHR-CA). He is a member of SHRM (Society for Human Resource Management).

Brian is responsible for identifying and managing IT risk for new opportunities, overseeing adherence to compliance and IT best practices, streamlining company processes and systems, and ensuring team members across all of Quanta West’s operating companies have access to the resources they need to best serve customers.

Brian’s experience spans the Aviation, Healthcare, and Utilities industries, including roles as a database developer, database administrator, application developer, project manager, and IT manager. He successfully lead the building of two different IT development groups which support multi-million dollar projects across the United States, streamlining their processes, improving efficiency and creating direct cost savings back to the business. Brian continues to prove that approaching IT problem solving with energy and passion results in the improved efficiency, safety, and profitability of projects.

Brian holds a Bachelor’s of Philosophy and Education from Principia College and is a member of the Project Management Institute, St. Louis Chapter.
